Angola: providing for rebel-countering development

Angolan finance minister Archer Mangueira stated March 14 the World Bank will provide a $1 billion loan to the country to finance socio-economic and development projects. The $1 billion loan, along with a previously-approved World Bank $500 million loan, will be disbursed over the next three years. The funding comes at a time of political and economic stress and could help stabilize the country’s hydrocarbons-rich Cabinda exclave whose rebel Front for the Liberation of the Cabinda Enclave (FLEC) threatened to resume an insurgency in, citing only repressive militarization and an absence of development by the Angolan state.
