South African Finance Minister Tito Mboweni will on October 30 deliver his Medium Term Budget Policy Statement (MTBPS). The parliamentary briefing by the finance minister will be intensely scrutinized by a host of domestic and foreign stakeholders, and the responses to Mboweni’s fiscal guidance will be scrutinized just as much, especially those by credit rating agencies, and in particular Moody’s. Several knowns and unknowns are already understood in anticipation of the South African finance minister’s address.
